Central Saanich Council has embarked on a behind-closed-door plan to redefine our rural community. After secretly expropriating land that was to have been used for seniors housing, Mayor Windsor announced that the land would instead be used for a new massive multi-story municipal hall complex. The mayor followed up with a further announcement, stating that the site of the current municipal hall on Mt. Newton Road would be sold off to land developers and that Council would then proceed with bylaw amendments that would allow the construction of multiple 6-story buildings on the site.

All planning related to the mayor's announcements was done in secret and at no point prior to the announcements has the community been informed or involved.

Opposition to the plan was immediate and continues to be so. Concerns expressed by the community include costs, higher taxes, traffic congestion and safety, and, foremost among many has been the District’s refusal to provide any evidence that a new municipal hall is even needed. In 2015, the Levelton report, commissioned by the District, prescribed a detailed maintenance approach for the 1903 Mt. Newton Road municipal building. It is believed that this approach was adopted and, based on the report, would sustain the building into 2035 at relatively minimal expense.
