2025 (Jan) – Hovey Road expropriation results in lawsuit against the District
For the second time, the District of Central Saanich’s ill-conceived plans to expropriate privately owned land on Hovey Road faces another financial hurtle. In both cases, the challenges have been launched by land’s previous owner, Park Place Seniors Living.
In the first instance, Park Place successfully challenged the purchase price of $3.1 million that the District forced upon them. After the District realized it had mistakenly used an incorrect land assessment value for the property, it paid Park Place an additional $1.5 million.
In this most recent instance, Park Place has issued a BC Supreme Court Notice of Civil Claim against the District, claiming that, from a business perspective, the Hovey Road property was worth $7.2 million. Park Place is now suing the District for an additional $2.6 million plus costs over and above what it has already spent.
